HELP ME FORGOT THE NAME OF THE FILM!!!!!!!!!!!!?

HEY GUYS please help me its been bugging me for years it is an old film a childrens film (not animated) i can remember two big scenes that will give it away but i cant remember its name....one scene is there are these like men or somekind of humanoid creature with wheels on their hands and feet,....another scene is the end when i think its a girl has to find ornaments in a certain ammount of time.....another scene is this girl i think stumbles into this palace and theres a beheaded head in a closet or behind a door and start screaming PLEASE HELP ME ASAP
