What can I do about BAD city water?

My water here smells very bad....and it's city water. I have called the water company many times and they told me to have it tested. . I went to another water company in another county and they gave me these chlorine testers. So I came home and tested my water. According to that there isn't any chlorine in my water. I can't get the water company to understand that. Who can I call or what can I do to get something done about it?
