Why dissolve the powder in distilled water before performing the conductivity and litmus paper test?

because you dont want any other ions to interfere with your reading of conductivity. Other compounds that are present in water (ie tap water) are removed when you distill it. Using distilled water, the conductivity measurement will only be a measurement of the powder (and not any other stuff)
